We're seeking a Green Book Business Case Specialist/Economist o help us take vision to value and create lasting impact for our civil service client

Please note, this is a PAYE Umbrella contract until the end of March 2023 that will require an enhanced DBS check (due to the nature of work, the client is exempt from the rehabilitation of offenders act 1974) and will also require working onsite in London 1-3 days per week.

SUMMARY

As a Green Book Business Case Specialist (Economist), you will play a pivotal role in strengthening the organisation's capability in developing high-quality business cases that meet government standards. You will support the drafting of comprehensive Business Cases designed to elevate standards and progress cases through the approval process to secure funding for critical projects and programmes. Your expertise will directly influence the success of strategic initiatives and ensure robust economic analysis underpins all investment decisions.

YOU WILL:

  • Lead the development and writing of Business Cases in accordance with Green Book methodology and standards

  • Conduct comprehensive economic analysis to complete the economic case component of Business Cases

  • Work collaboratively with strategy and portfolio teams to strengthen business case writing standards

  • Support the progression of Business Cases through the approval and funding process

  • Provide expert guidance on Green Book principles and best practice approaches

  • Deliver high-quality outputs that meet government requirements from day one

  • Contribute to raising the overall standard of business case development within the organisation

  • Liaise with stakeholders to ensure Business Cases accurately reflect project and programme requirements


IDEALLY, WE'D LIKE:

  • Proven experience in writing and managing Green Book Business Cases at a senior level

  • Strong background in economic analysis and the ability to develop robust economic cases

  • Demonstrated expertise in business case development within a government or public sector environment

  • Experience progressing Business Cases through government approval and funding mechanisms

  • Knowledge of public sector investment appraisal techniques and methodology

  • Excellent written communication skills with the ability to present complex economic concepts clearly

  • Strong analytical and problem-solving capabilities

  • Ability to work effectively with senior stakeholders and cross-functional teams

  • Self-motivated approach with the ability to deliver quality outcomes independently

  • Professional qualification in economics or related discipline (desirable)
