SUMMARY
North Highland is seeking to hire a Project Management - Medicaid Enterprise System - SME Consultant to support our client with a transformational initiative to modernize its Medicaid Enterprise Systems (MES).
As the MES Subject Matter Expert (SME), you will provide technical leadership and thought partnership on system architecture, federal Centers for Medicare & Medicaid Services (CMS)/Medicaid Information Technology Architecture (MITA) compliance, integration management, and best-practice vendor evaluation.

North Highland is seeking to hire a Project Management - Medicaid Enterprise System - SME Consultant to support our client with a transformational initiative to modernize its Medicaid Enterprise Systems (MES).
As the MES Subject Matter Expert (SME), you will provide technical leadership and thought partnership on system architecture, federal Centers for Medicare & Medicaid Services (CMS)/Medicaid Information Technology Architecture (MITA) compliance, integration management, and best-practice vendor evaluation.
YOU WILL:
- Guide North Highland and client teams on MMIS/MES current-state system assessment, modular solution design, and procurement strategy for all relevant modules (such as MMIS, EDW, provider, and claims).
- Lead or contribute to drafting the Integration Management Plan (IMP) and multi-year MES modernization roadmap, ensuring alignment with CMS certification and MITA frameworks.
- Facilitate requirements-gathering sessions and support interface, data, and modular integration planning.
- Analyze, adapt, and implement industry and peer-state best practices for requests for proposals (RFPs), statements of work (SOWs), evaluation tools, and transition planning.
- Advise on MES contractual, operational, and compliance considerations including federal advance planning documents (APDs) and ongoing CMS certification and reporting requirements.
- Support training and preparation for evaluation committees; advise throughout proposal review, negotiation, and vendor selection.
- Identify and address integration, modularity, and procurement risks as part of team risk management discipline.
- Serve as a bridge between business and technical teams to ensure all solutions meet user needs, compliance standards, and operational readiness.
- Actively participate in regular project meetings, workshops, and deliverable reviews.
IDEALLY, WE'D LIKE:
- Experience:
- 5+ years of direct experience with MES or MMIS, including a lead or SME role on at least one state modularization or modernization initiative.
- Demonstrated expertise in CMS certification, MITA assessment, APD processes, and best-practice modular Medicaid information technology design and delivery.
- Hands-on experience in enterprise integration, modular system architecture, and multi-vendor environments.
- Familiarity with major MES or MMIS vendors and solutions (for example, Gainwell, Conduent, Optum, or similar).
- Skills:
- Outstanding written and verbal communication skills, with ability to draft deliverables and facilitate technical/non-technical stakeholder sessions.
- Strong collaboration skills, with experience in consulting, system integrator, or multidisciplinary/state teams.
- Preferred Skills:
- Experience supporting Medicaid information technology procurements (RFP/SOW development, evaluation, contracting).
- Direct involvement in vendor selection, technical review committees, and/or benefits system transformations. Prior consulting, public sector, or system integrator experience in Medicaid or health information technology modernization.
